Senior Programme Officer: Field Programmes, Centre
Requirements
• Strong commitment to confronting HIV/AIDS and motivation to work.
• At least 3 years experience in HIV prevention, care and support including overseeing the development and implementation of HIV/AIDS programmes in Ukraine or other countries within the region.
• Working experience with/in HIV-service organisations, local NGOs, governmental, and/or international institutions is required.
• Knowledge of epidemiological situation in Kyiv and Kyiv oblast and specifics of HIV/AIDS programmes in the regions is desirable.
• Experience in delivering presentations to various audiences, giving interviews to mass media.
• Experience in collaboration with local authorities is desirable.
• Experience in strategic planning, budget holding, and line management is a plus.
• Relevant university degree (Public Health, Social Sciences, Medicine etc).
• Good command of written and spoken Russian, Ukrainian and English.
• Ability to think clearly and precisely articulate is essential.
• High level of computer literacy.
• Readiness to go to business trips up to 25%.
Personal Attributes: The post-holder must be willing and able to provide a variety of support – including practical and analytical – to a diverse range of internal and external collaborators. S/he should be able to think creatively about the role of lessons learned and “good practice” in improving HIV/AIDS work in related programme activities. Capacity for team work, willingness to understand and support colleagues, are essential.
Responsibilities
Senior Programme Officer: Field Programmes, Centre, will coordinate all aspects of the Alliance-Ukraine funded activities, monitor and evaluate the Alliance-Ukraine-funded projects, provide focused technical support to the Alliance-Ukraine grantees in all regions of operation, deputise Head of Team.
Based at: Kyiv office.

The International HIV/AIDS Alliance in Ukraine (the Alliance-Ukraine) is an international charity established and registered in Ukraine in order to support community action on HIV/AIDS. The Alliance-Ukraine is the biggest non-governmental organisation working in the field of HIV/AIDS in Ukraine and one of the largest in the Eastern Europe and Central Asia. It was founded in 2002 and currently our team consists of nearly 100 professionals. We are implementing national-scale programmes supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria, the United States Agency for International Development (USAID), and multiple local and international donors. Our annual 2010 budget is about $22 million.
